Two more people have been arrested in connection with a robbery at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, as stated by law enforcement.

A man, 24, was arrested in Lambeth on suspicion of theft and assault and a woman, 23 was arrested for suspected conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

The arrests come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the attack, two women were robbed of their luggage after getting out of a parking garage elevator.

A toddler aged three was one of the injured in the event. A total of five individuals were taken to the hospital for medical care and have since been discharged.

Police arrested a 31-year-old man on suspicion of theft and assault near the scene. He has since been released under investigation as the investigation proceeds.

Authorities were called at approximately 8:10 in the morning GMT after reports came in regarding several individuals hurt by an irritating chemical thought to be pepper spray.

The assault - which authorities stated was isolated and not being treated as an act of terror - resulted in train delays and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park briefly.
